Cost for development help

Does it cost more and is it easier to develop games for a computer or for these next generation video game consoles??

Less for consoles. Not becuase of the deveopment or art but because of testing. With computers you have multipe OS, graphics cards and other configurations. With a console you have a single target.
Id say it may be easier for console games to develop (maybe), but the cost of developnment on these next gen games is alot more expensive, alot more people are required, models need to be normal mapped, more higher res textures, higher poly models, more features for programmers to work with.

the difference between next gen pc games and next gen console games is tru to what rugbybrett said above me.
As is the answer to all vague questions: It depends.

You can get a cheap computer & monitor for a couple hundred bucks, with free compilers and such, and build a game.

On the other hand, development systems for the current crop of consoles costs much more than that.

Beyond that, there are tons of circumstances which vary the costs required to get to a finished game.
