I found out that, this application has been deprecated in the latest SDK versions. If someone has it, please reply, and i'll give the email address,so you can send it to me, or if there is a link, please tell me.

This application hasn't been in SDKs for a while, but you can still get copies of older SDKs online, and they should contain it.
Why is it you need it? If you're just looking for an application to edit HLSL files, I'd recommend trying out NVidia's FX Composer (my personal favorite) or ATI's RenderMonkey (note, you can run both apps on any GPU, so you can pick the one you like better).
