simplifying polygonal mesh

Well, the (slightly) easier alternative is to just load the heightmaps and make a polygonal mesh out of it (sort of what displacement mapping is anyway). If I were to do this I would probably need some way to simplify the mesh, but I don't want to have to create a separate tool to do this; if possible I would like to do it on loading of the sprite/model things, is this practical and reasonable? The reason I want it that way is for easy 'moddability' either by me or someone else, without having to design and learn a new modelling program: just editing bitmaps (or PNGs, as the case will probably be) is a lot easier.
