Drawing to different display modes/window sizes

I'm trying to make a game window that can be in windowed or fullscreen modes. One part of the window (upper part) displays the game map. This part just shows more or less of the map, depending on the size of the window/display mode. The lower part on the other hand is a sort of toolbar. It always shows the same amount of information. Should I just draw to a separate surface, then stretch it to the bottom of the backbuffer? That would be straightforward, but I thought time consuming. Also it forces me to move unnecessary pixels just to put a small toolbar change on the screen. Should I resize all of my texture resources and font? Should I try to keep the toolbar the same size, and just leave a bunch of extra space? Not really sure what to do here. Any help would be appreciated.
