OpenGL geoclipmaps : rendering to vertex texture

im trying to implement geoclipmaps and ive run into a problem...i dont know how i can render to a vertex texture... ive succesfully managed to get FBOs working on regular texture formats... but it doesnt seem like FBOs support the vertex texture formats (GL_XXXX_FLOAT32_AT)... what other ways are there to render to a texture... that works with VTFs? i dont rly know how API specific this question is; but i thought that these techniques are pretty much the same for both opengland directx... if not im using opengl
