Hey guys, I am trying to do something I think is pretty simple but I just can't seem to figure it out. I have a timer counting down from 35 seconds, when it reaches 0 I would like a window to pop-up and let me know. How would I go about doing that in DirectX or something similar so that I can tell that my timer is working?

well, I wouldn't go the DX way if I wanted to display a pop-up , in such case what you probably need is just a call to MessageBox() when your timer reaches zero.

'MessageBox' is ok but not when you have things updated every frame.
For example for vector position debugging i use this:

char c[32];
sprintf( c, "x=%.2f y=%.2f z=%.2f", v.x, v.y, v.z );
SetWindowText( g_hWnd, c );
