Making a hook

Hello, i'm on Windows and i want to draw on the the top of a windows that isnt the one of my program. ( either in "desktop" mode or in fullscreen ). I want to use openGL and if possible, SDL would be great, because i would like to stay away as much as possible from Win32 ( i know i will have to use it, but if this can be minimized, it would be great ! ) I'm looking for tips, example, tutorial on how to do a hook on another windows. Thanxs.

Search for "interprocess communication". Here's some C code for a dll and an exe that sets a hook into windows in other processes: GlobalMessageHook. YMMV. There are a couple of articles here demonstrating how to draw on the desktop. The principle is the same as drawing on another window.
