ogg, ov_open()... invalid Vorbis header?!?

I'm adding ogg support to my sound system, and I'm having a problem. So far, every file I've thrown at ov_open causes it to return OV_EBADHEADER. This includes files that have been converted with the oggdrop app on the official website. Does anyone know of any common causes of this? The fopen_s() is succeeding and providing a valid FILE*. That's really the only thing that happens up to the point where I call ov_open(). I'm really at a loss for what I'm doing wrong. Any help would be appreciated.
