Does anybody know any good tutorials/resources for learning how to capture, check, change, and finally retransmit packets? I understand I'll need to be writing a device driver or something? thx in advance.

Not off hand. I doubt many will be terribly inclined to help without getting an explanation about what you're actually trying to do. Such manipulation has very limited non-nefarious use which isn't excellently handled by common and inexpensive routers.

I wrote a socket sniffer (for debugging my Gnutella client way back when) using the SOCKS 5 protocol. Look here: Wikipedia: SOCKS. You don't need a device driver. Most applications allow you to specify a proxy server, which would be your socket sniffer.
