Is there a diffrence?

C++ is a language. Visual C++ is an IDE (integrated development environment) developed by Microsoft that follows the C++ standard to a greater or lesser degree (compliance improved as the versions progressed). Visual C++ compiler does expose extensions to the C++ language, but all other compilers do as far as I know.

Versions 7.0, 7.1, and 8.0 also do have a C++ analogue that supports interoperability with the .NET framework (C++.NET and C++/CLI), but it is not C++ per se.
