DirectShow Filters, RenderStream over network

The situation is that captured webcam video is sent from a server to a client. We have implemented a filter for collecting data from the output pin of the capture filter and sending data to the client. At the client side, another filter is used to receive data from the server and delivers the data to its output pin. We then use RenderStream() in ICaptureGraphBuilder2 for rendering the data into a file. The problem is that the size of file is always 64kb, which is too small to be the size of a avi formatted file. What we are expecting will be more or less 1Mb per second. We find the avi header is already in the file but the content is filled with 0. Also, we have tried to connect the filter for receiving data from server to a video renderer. In this case, the webcam video runs normally. Thanks.
