open-source graphics engine for RTS

Greetings! We have a little team of people for making a simple 3D multiplayer RTS game. I was wondering if anybody could, thus, suggest (and give a reason for doing so) which of the major (in terms of popularity) free graphics engines would work well for such a game. Think of it as a pretty typical, classic-style real-time-strategy; the level of detail would probably be in the range of Empire Earth 1 or worse, and the number of units would be limited to, say, around 200 per person (and up to, say, 8 people per game). Thus, there would be no more than 1600 units on screen at the same time, max, and more likely, no more than 100-200. The main concern is efficiency, and perhaps some of you have reasons to suggest one of the popular engines over others, for our specific case. PS: Yes, we are set on using an open-source / free engine and are not planning on making our own. Thanks! EDIT: using C++, ideally; sorry for not indicating that earlier.

Here's an actual open-source RTS engine:

OpenRTS

Unfortunately, I haven't used it, and don't know a whole lot about it. It does use Python and PyGame, as I recall, but you didn't state any language requirements. That's not to say Python and PyGame aren't great languages, though.
