Yes, I would think that since a vector internally maintains an array and not a linked list the items would also remain in the same place for example list[0] would always be the same location but then, thats the same for all arrays. The only real purpose in declaring any form of an array as static is to make it available after the parent function has gone out of scope. Long short, if you can globally access list then you can globally access its elements so yes
