wince GDI-drawed User Interface: why twinkling

My application is a window and all UI elements in it are managed by my own code. Just the same as UI in games. I use a memory DC to draw all things done, and then copy to the screen DC, which is the method to avoid twinkling. But in wince, when running the program, the drawing still twinkle when refreshing(copying memDC's to screen DC). Any one knowns why? Thanks for reply!!
