Meshes, materials, textures and shaders

We have a Game class. It has a member Renderer. We want to define IMesh. Let's talk into it's derived class XMesh. XMesh handles Xfiles and their associated resources. What's the best form that the hierarchy should be keeping in mind that same textures are to be shared, and that we don't know if shaders and materials are needed together (Fixed Function dudes going Shader style). The hierarchy should place TexturePool (holding all textures), MaterialPool (...), and ShaderPool.. We also need to know how to map texture references in x-files, for example, to textures in the texturepool.. this shouldn't be too constricting to allow for different file formats. I know this is a lot to ask for, but we really could use the experience of somebody who already went through something like this.
