[.net] Mouse input method for UI in fullscreen D3D app?

What's the best method to use for mouse input for user interfaces in fullscreen D3D apps? I could use DInput, but it often lags behind somewhat, so is there a better method? Can I use any texture/image for cursors with the method?

The examples from the official DirectX SDK uses standard Windows messaging for it's own UI, so I would probably go with that method.
