Maybe you should look into LICENSING other peoples' games. Honestly, though, if you don't know what types of games you're interested in--let alone which SPECIFIC games you're interested in--the business is destined to fail.
A good business--any kind of business--requires planning. You are obviously just flying blind and making things up as you go. You may want to reconsider that.
Buy game source code
Sure, I've got plenty of source codez.
I can sell it by megabyte or by kLOC.
I've also go some of the "good" source code, but that one costs extra. I'll even throw in some executables and dlls for free.

Do I need to roll my own "lib" or does it come ready to use?
I wonder what exactly is this business you're talking about, the only serious, money making game development business going in this country is Online Casino games, sounds like you got yourself in a tight situation by promising something you don't have and can't produce.
I wouldn't sell my code, though I might consider serious negotiations, and by that I mean money upfront for the right to use the code, not own it, and definitely no "I'll pay you when we make money" or dubious profit shares.
Edit: You could License one or more of the Garage Games engines.

:( I dont know if this is such a good deal?
One million rabbits for your source code?? Mind you I reckon if I get 100 and the way they breed...
You can always take a game, dissassemble, rewrite large portions of the game,
Create new graphics/sounds/maps/etc and reassemble.
Voila--your game! Though some/most/mabey all licenses do not allow
dissassembling, so be warned. ...Not to mention how incredability
hard this will be.
Also... Free game source code released under the GPL.

What exactly are you looking for ?
You should be able to find people willing to sell(or write for you) high quality complete casual games for ~$5k-20k each without any major difficulties.
Ofcourse if you don't need an exclusive licence it can be alot cheaper.
