Way to set constants to 2.0 pixel shader without using ID3DXConstantTable?

Is there a way to set constants to 2.0 version pixel shader WITHOUT using ID3DXConstantTable interface? The point is to not use huge d3dx9.dll in second application where shaders will be used. And compile shader in another application with d3dx9.dll Thanks in advance!
