DirectX10 's software and hardware

I want to learn DirectX. But I don't know what kind of software and hardware I need. I now use DirectX SDK 2007 April. I seem to listen that must install Vista OS,really?

To do Direct3D 10 development, you need to have Vista and a DirectX 10 card (I.e. a GeForce 8 or the ATI equivalent). To do DX9 development, you can use Vista or XP (Earlier OSs aren't supported with the latest SDKs), and a DirectX9 card (Which is pretty much any card on the market - someone correct me if I'm wrong here).
