PTC image coder

Hi, In the paper of Geometry Clipmaps I've read something of a "PTC image compression library" (which implements Malvars "ast image compression algorithm without wavelets"). But I cannot find one with Google. Somewhere I have found some forum posts where people were talking of a C++ lib but didnt mention it... Does anybody know a PTC image coding library? Yes, this is a library but it costs roughly 2000 Euros...
I thought a free library for Malvars Codec is available.

Edit: For me it looks like if this is a very complex library with many more functions I dont need.
Or do you know another image library/format which does neither have blocky artifacts nor is patented?
