[.net] C# - Show some sort of overlay ON TOP of fullscreen directX apps e.g HL2

Basically what I want to end up with is a small black box which is semi transparent that will sit at the top of my screen on top of everything. The box will display IRC chat from my clan's IRC channel, this is purely so I can view IRC while playing games. The problem I have is that I don't know how I can make a form or whatever always sit on top of a fullscreen direct X app like half life 2 / counter strike / soldat etc. I have never really used direct x before with c# and with c# I am a beginner but I just don't know where to start with the form to sit on top. The app will require no interaction from the users, its purely for show only. Anyone have any ideas how I can do this or even where to start? I've been told "Managed Direct x" but I looked and I really don't have a clue what I'm looking for. hopefully someone here can point me in the right direction. Thanks

I have tried that but as the other guy has.. I'm using a nvidia 6800GT and get the "InvalidPixelFormat"
I have had a look at GetAdapterModeCount but really don't know what to do with it and how to add it to this to get the sample to work on my 6800GT.
