BumpMapping textures

i am currently just doing a sort R&D learning session and i want to implement some bump mapping on textured quads. i'm not sure however what the best way to go about this is i have done some research and found a few ways of manually implementing bump maps but would like to know if it would be more efficient to do this with shaders (if there is indeed a distinction). i am working in DirectX9 Thanks in advance
