Is this because of using DSSCL_NORMAL in SetCooperativeLevel?

Hello all, I have a bit of a problem with my game CellZenith, which uses a basic DirectSound architecture for playing short sound clips. Currently, when I call SetCooperativeLevel() I use the DSSCL_NORMAL parameter. On my own computer, if I double-click the game .exe and then quickly minimize the window, when I bring up the window again the sound will be messed up in some way. Example: maybe a propeller looping sound will play constantly at full volume even though there aren't any propellers around. This is a very minor bug, of course. But it's worse on Vista. I recently tested CellZenith on a friend's computer which had Vista installed, and the results were pretty bad, even though my game's window never apparently lost focus. Example: when my game starts it plays an explosion noise once and then goes to a main menu. However, one time in Vista the explosion noise kept repeating over and over again afterwards. Another time the game started up fine with no explosion sound problems, but as soon as I went to load an instant action game a different sound started repeating over and over again constantly. Is this all because I'm using DSSCL_NORMAL instead of DSSCL_PRIORITY?
