Manipulating text files

I need a program of some sort to open a log file. Nothing too complicated...except that the log file is a mere 38,907,232,256 bytes (36.2 GB) Furthermore, the system has only 2 GB of ram and 0 bytes of free hard disk space, running Windows XP (32 bit version) Since opening a file of this size is nearly impossible, is there a program I could use to splice the file? Deleting and adding a new (permanent) hard drive isn't an option. (I blame the original programmer, but he retired a few weeks ago...and I apologize about putting this here, but I don't see anywhere else where this kind of question would fit)
