I want to know if there are any good video libraries for playing a cutscene in my game. I don't care what format the video has to be in. Thanks

Yes.

If you want a more detailed answer, then you might want to list considerations such as what programming language you are using, what platforms you are targeting or what APIs you are currently using.

There are good tools. But you might not want to invest so much cash in it.

You could also try smpeg, or code your own.
