alpha map + texture = alphaed texture?

Hello. I'm using multitexturing to blend 2 textures together. Everything works fine. Now I would like one of these textures to be alpha mapped, however I need to be able to replace the alphamap with other one when needed. (I don't want to use shaders, because I would like users of older graphics cards such as Radeon 9200 to be able to run my application) Is it possible to map the texture, using other texture as alphamap for it? I think it would go somewhere around glTexEnvf function, although I am not sure.
