any c++ compiler u would advise?

Don't worry about the Platform SDK (PSDK) until you have learned the language first.

And I second/third/fourth? recommend Microsoft Visual C++ 2005 Express.

You're right, Dev-C++ does suck. I don't think it has been updated for like the past 2 - 3 years.
