why MinGW doesn't make a project?

I started using MinGW. I save the file, but the compiler doesn't make a project, like Visual C++. Is there a way to do it?

Visual C++ is not a compiler, it's an IDE that uses the Microsoft Optimizing Compiler as a compiler. So, an IDE creates the project file it works with, not the compiler.
So, what you probably want is an IDE that works with the GCC/MinGW compiler. There are quite some you can try, Code::Blocks being one of them.
