Most developers create their own map building tools. If you prefer, you could use a standard tool like 3ds max, Maya, Blender, etc., and output to a format your engine supports, which of course will have to be implemented — ASCII scene (.ASE) is probably the easiest format to parse, as it's readable as plain-text — or you could implement an existing proprietary format — for example, id's non-compiled Radiant format (.MAP) is fairly easy to understand — and use the corresponding editor — all Radiant games (Doom 3, Quake 4, Prey) have QRadiant built into the game executables).
