OpenGL or D3D8. Learn boring Windows stuff (actually all you need to know is how to create a window and get the message loop running) and then move on to the APIs. Have fun. I don''t know of any good D3D8 books (I just learned it from the sample apps and help files), but the OpenGL SuperBible and the OpenGL redbook (official OpenGL programming guide) are good for learning GL. nehe and the new nexe (I think those URLs are right) are great sites for beginners that want to get cool stuff up and running fast.
