When talking about state changes, what should be avoided?

I know that "state changes" change the way fragments are rendered and cause performance drops, like for example texture binding. But, for example I'm not sure if changing the scissor clipping rectangle is considered a state change... so... anyone can give me a full list of all these state changes to know what to avoid when rendering?
