Have you ever seen The Elder Scrolls series by Bethesda Softworks?

I suggest checking out http://www.morrowind.com for more information.

The Elder Scrolls do exactly that. When you create your character you choose primary skills and secondary skills. You gain levels by raising those skills. So if you are a thief-type character, killing all the monsters in the world isn't going to gain any levels for you, you need to pick more pockets, be stealthier, pick locks, etc...

It does a wonderful job of forcing the player to role play, as opposed to just giving them a roleplaying name.
