hello there. I wanna make a texture without using vertex buffer and the language i am using is c#. How can this be done in the initialize function and in the render function?

The whole rendering pipeline is attached to primitives. If you want to put a texture on the screen, then it has to be attached to some sort of primitive: point, line, triangle or patch. The texture is attached to the primitive by means of texture coordinates and a large number of state variables that control how the texture is sampled.

I cover all of these details in Chapter 11. Basic Texturing in my book.
