SetTransform and DrawIndexedPrimitive

So I have set my view, projection, and world matrices with SetTransform. Next I am drawing from my index buffer with DrawIndexedPrimitive. The problem I am running into is anything I draw using DrawIndexedPrimitive is not being transformed before being drawn. To make sure my matrices are all valid I threw a teapot mesh into my scene, and that reacts as expected. What am I missing here?

I can't say I've used the fixed function pipeline for a very long time (read 3 years) but from what I can remember the vertex declaration (or FvF) you use will have an effect on whether they are transformed or not.

The other option is colour/lighting, especially if you are using the Direct3D lighting pipeline.

Have you tried the Pix debugger to see what the output is?
