Maya or 3Ds Max

You don't use either for level design. Those are modeling tools, not level editors. You use them to make the buildings, units, etc that go in the game. To design levels you use whatever level editing tool was made for your game engine.

Plus, they cost in the thousands of dollars so are a bad hobbyist choice (unless you've got tons of cash to burn)

Good points Palidine. However, I'd have to go with Max if you had to choose. But also, if I'm not mistaken... Maya and Max are pretty much the same thing now, they are now both under Autodesk.

It can be used as a level editor... you just have to write scripts for getting information you want on an object. Like if you make a sphere, and then have a script that lets you specify the type of object, maybe the model used for it, and then have that exported to some sort of file. but for that i'd go with Max.
