I vaguely recalling some ID value to write in a vertex buffer to restart a triangle strip, but I cannot find it in the SDK now. Does anyone have the SDK page link, or can explain how it is done?

AFAIK this works only when you use an index buffer. You have to add the strip cutter to the index buffer. D3D10_16BIT_INDEX_STRIP_CUT_VALUE and D3D10_32BIT_INDEX_STRIP_CUT_VALUE should be the right values for this. I haven’t test it by my own.
If you want doing it with the vertex buffer only you need the geometry shader to detected your special values and use RestartStrip.
