Strange print screen problem

I have a strange problem when I take a screenshot using the print screen button. The game is in 2D using D3D8 and the problem only occurs in fullscreen. The problem is that the resulting screenshot is not complete. I take the screenshot when I'm displaying the game menus, but the resulting image does not contain everything shown on screen. Often buttons are missing and sometimes characters in the middle of text strings. Also the menu background is showing where stuff is missing, it's like the game hasn't finished rendering all the textures. I just can't figure out how this can happen. How can the print screen system get an incomplete image? The game never displays an unfinished screen, the only time that there is an incomplete image, is in the backbuffer while the game is rendering.
