OpenGL 1.1 in XP?

I read that Windows XP only supports OpenGL 1.1, and that Vista only supports OpenGL 1.4. Is this true? Or is this only the version that is in the Platform SDK, and I can download something else to use the latest version?

Actually, its a perfectly legit question. XP only supports 1.1. If you want other features of OpenGL (say 2.0/2.1) etc. You have to use something like GLee or others to get access to them.
