Morale System

I am trying to build a morale system for performance of characters in a tycoon style game I am creating. I am wondering if there is any information about creating morale systems.

What tycoon? Zoo? Railroad? I would not place a morale system in any of those...

Cleanest implementation I can think of would be something like:

1) Morale is represented by a slider from 0-100
2) Appropriate systems affect the morale slider.
3) unit uses morale as an input to deciding which behaviors are appropriate

So basically you don't affect the behaviors directly, you just affect morale. The behavior system, since it's using morale as an input would then respond indirectly to the morale influences but respond directly to morale.
