Using of Parameter Blocks

Hi, is it better to use a parameter block to update the variables in my effect? Or is there no gain in using a parameter block over the normal pEffect->SetXXX() functions? Another question of parameter block is that will the variables update accordingly if I change them? For example:
float Foo = 10.0f;

pEffect->BeginParameterBlock();
pEffect->SetFloat(hParameter, Foo);
hParamBlock = pEffect->EndParameterBlock();
...
Foo = 4.0f; // Change of value
...
pEffect->ApplyParameterBlock(hParamBlock);
...

Will the parameter block update the effect variable Foo as 4.0f or 10.0f? Thanks
