glut frame rate help

Hi I am new in glut,OpenGL . The professor have given us code in c and asked to modify so far I have done everything except generating a new frame every 16 ms; currently, I have measured the animation to about 20 ms (52 frames/sec)....how can i reduce it to 16 ms any idea??...I have no clue so far.

What platform are you developing on? Also, describe the complexity of what you are rendering, and describe how are you measuring your delta time.

Windows vista
The code is in C
I am using Microsoft visual C++ 8

It is a simple triangle which rotates formed by vertices's only. The number of vertices can be adjusted. Therefore, not complex at all.

What do mean delta time?

I am using the following in the idle function to measure the frames/seconds

char s [50];
if (time - timebase > 1000) {
timebase = time;
frame = 0;
printf("Numeber of frames per second : %d \n", *s);
