Windows DPI confusion

I'm reading Petzold's "Programming Windows with C#". He says Windows lets you select a video resolution in dots per inch in a "roundabout" way by choosing a Windows font size. I don't get this. If your monitor is running at 1600x1200, isn't the DPI fixed? The number of pixels is fixed and the monitor dimensions are fixed, so I don't see how the DPI could change without the pixel resolution changing. Or is the Windows DPI he is talking about not a true physical DPI?
