What language and Direct3D version? And why do you want to do this? Mixing GDI and D3D is an excelent way to utterly rape your framerate and run into all sorts of problems.

Look at the CustomUI sample in the DirectX SDK, or run a search for Direct3D GUI's. Typically you'll either use a 3rd party library for your UI or you'll create your own that is implemented in terms of Direct3D. As Steve said - you typically don't mix GDI/Win32 content with Direct3D unless its for a tool.

It can be done this way, whatever method you use basically you are drawing it to the screen then checking mouse coordinates to check whether they are within the edges and whether the mouse button is down.
