Capping 3D rotation from input

What's the easiest way to cap rotation based on user input. The vertical and horizontal input is applied using rotation matrices from y and x mouse movements, respectively. I agree, this seems like a simple problem, but you wouldn't believe that headache it's giving me!! The x and y values can be positive or negative depending on the direction of mouse movement. I want to not rotate one way if the maximum rotation angle is reached, but to be able to rotate in the other.
