Environmental Special Effects Management

Hi My game currently requires lots of different special effects for the environment (shader for atmosphere, soft particles for fog, clouds, individual lighting control , hdr, etc etc). Currently each special effect has been implemented separately, however I would like to synchronize everything by time. For example, at 6am in the game I would like the sky to be bright blue with a medium density fog applied to the scene and white ambient light applied. Currently my solution is to have different settings for each hour of the day which controls all the possible parameters for each separate effect. The artists would just have to tune them to make sure everything looks perfectly synchronized. The program would then intepolate parameter settings between the hours. My question is whethere there is a better design to manage your scene? How does people usually manage all the different types of environmental effects in their games, thanks!
