how to detect fp16 blending hardware (ati)

I have read elsewhere on the net that - Shader model 3.0 hardware guarantees fp16 hardware blending support. - To determine if an ATi card has shader model 3.0 (and hence fp16 blending) one should query the extension GL_ati_shader_texture_lod. I have a radeon hd 2400 at my disposal (which is a shader model 4.0 card). However, the above extension is not found. What is the best way to guarantee correct detection of ATi fp16 blending hardware?
