If I want to create an XCode program on my Mac [MacBook Pro running Tiger], what do I do? When I select file, new file, there's many different options for the file type. All I want to do is create a simple C++ program that displays some text.

New Project -> Command Line Utility -> C++ Tool.

You get a simple template of your main-function that you can extend at will.
