Alright, I know and have a pretty stable foundation of C++ basics. I have created a text based strategy game and I am quite familliar with basic C++ knowledge. I wish to moveo n to a project using graphjics but I don't know where to look. OpenGL and SDL seem like a big step for me, I think I should use a 3rd party engine? where should I start? I wish to make a 2D sprite RPG type like on the SNES, but for PC.

XNA may be a good place to start as it seems quite well supported with tutorials and example code. You can use it for 2D or 3D games. Okay, it uses C#, but it's not that different.

Another thing you may want to look at is basic Windows programming such as creating windows, directDraw and directInput.

I would recommend starting out with SDL. It is pretty much the simplest way to get going with 2D graphics (you can use it with OpenGL, but I'd wait on that). There are great tutorials here.
