OpenGL FPS limit?

Hi, How come sometimes when I create OpenGL applications the FPS is limited by the refresh rate of the monitor, and sometimes its not? I dont think I'm doing anything different...

If it is limited to your refresh rate then you have vertical syncing on. If you're relying on Windows' WM_PAINT message or you have set GLFW's swap interval to a value other than 0, vysncing will be active. Also check your driver settings, it can be forced by it.
