Win32 Desktop Client Area

I need some help with figuring out how to change the desktop client area. I don't want the maximized windows to take the whole screen, but to have some space at the bottom of the desktop (the task bar is at the top) to see the wallpaper. Alternatively I could make a transparent window, but I don't know how to prevent other windows from overlapping it.

Thanks Anon Mike, but that's not what I'm looking for. I want to prevent all windows from overlapping the area (just like taskbar).

Thanks Colin. I'll have a look at it. I tried using SPI_SETWORKAREA, but some apps changed it too, so it was being reset frequently. Invisible toolbar may be what I'm looking for.
